
Dr. Y. Sertaç Serter brings over 20 years of combined academic and practical experience in administrative and constitutional law, advising on complex, high-stakes matters where procedural safeguards, enforcement strategy and judicial review are decisive. He counsels clients on the public law dimensions of sector-specific regulation, investigations before authorities such as the Turkish Competition Authority and administrative litigation. He is particularly recognised for his expertise in due process, standards of proof and fair trial rights. With a strong background in law and economics, Sertaç approaches competition and regulatory matters with doctrinal rigour and economic insight, delivering advice that is clear, strategic and impact-focused.
Before joining CoPartners as Partner, Dr. Serter held academic positions at Anadolu University Faculty of Law, where he served as Assistant Professor and Deputy Director of the Legal Clinics. In parallel, he maintained an active advisory practice at Dentons’ Istanbul office, representing clients in competition, regulatory and public law matters. He also acted as National Consultant to the EU–Council of Europe Joint Project on strengthening the administrative judiciary, and training administrative judges on fair trial guarantees.
Dr. Serter teaches competition law and procedural safeguards at leading Turkish universities and is the author and co-author of numerous books and peer-reviewed articles in administrative, competition and data protection law. He holds degrees from Galatasaray University, Paris 1 Panthéon-Sorbonne University (Eiffel Excellence Scholar), and Bilkent University, and is fluent in English and French.
