Adnan Akgün

Adnan is a regulatory strategist with more than 20 years of experience spanning government, industry, and advisory roles. He began his career at the Turkish Competition Authority, where he spent nearly a decade, before leading the compliance function at Turkcell, Turkey’s leading mobile telecommunications and technology company, for eight years.

Drawing on this unique combination of public and private sector experience, Adnan advises international corporate clients on regulatory strategy, public policy, and stakeholder engagement. His work focuses on regulatory design and implementation, impact assessments of new laws and policies, evidence-based advocacy, and structured engagement with policymakers and regulators.

Adnan has extensive experience in highly regulated sectors, including electronic communications, digital platforms, banking, insurance and broader financial services, media and broadcasting, energy and utilities, transport and logistics, pharmaceuticals and healthcare. He brings a practical, outcomes-focused approach that translates legal and policy obligations into workable solutions that protect clients’ interests while enabling sustainable growth.
